Where is this file supposed to be located? 

It's referenced it two documents in the documentation of promotions but where are you supposed to find it?

Hi,

The ExpressionEditor is our old legacy tool, but for the best of my knowledge I don't think we've published it.

Thank you for pointing out this issue. I'll discuss with our team about this, and we might publish ExpressionEditor and/or update those documents.

Ok so basically custom promotions is untested and unsupported, even though it's shipped and documented in commerce.
